Popular Posts Data Wrong

I have built a new site which uses Jetpack to gather traffic data, it uses a ‘Popular Posts’ widget in the sidebar populated by connected Jetpack stats on wordpress.com. I have done this more than 20 times before on other websites. That’s a lot. However, on my latest site, despite the exact same set of plug-ins and php code, the populated stories are not the ‘most read’ from Jetpack data as per the configuration. They are random and not capped at 3 as per the plug-in but show 10! I have triple checked the code, it’s identical to other websites. I have reconnected to Jetpack three times.
I have reverted to using the widget ‘Top Posts and Pages (Jetpack)’ and this DOES show the correct popular stories BUT it shows one number less than I my settings. i.e. if I set it to show 6 it shows 5. If I set it to 7 it shows 6.
I am convinced that there is something odd about the site connection with Jetpack.
Any ideas for other tests I can process?
