“POP3 connect: Error [0] [Success]” in Post via e-mail

Upgraded to 2.3.1. Trying to set up the post via e-mail feature. When I go to view a post via oursite.com/wpinstall/wp-mail.php, I get:
“POP3 connect: Error [0] [Success]”The email address exists and the password is correct. The posts do not show up in the category specified either. I also see that there are no options in the “Default link category” drop down.
The above POP3 connect error appears right away, i.e., no delay. When I put in an invalid mail server address I get a “POP3 connect: Error [110] [Connection timed out]” after about 15 seconds so it would appear the mail server info is correct. I see a reference to the error in another topic but no responses to it and it happened in a different place.
