Pop Ups not working

I have tried and tried but have only been able to see the pop up on my iPhone. I’ve been on test mode and regular mode and I do not have pop up blockers. I’ve tried on my Mac on various browsers, on my husband’s linux laptop (he probably has ad block though) and on my iPad. Nothing! The one time I was able to see it on my phone it was too large and I wasn’t able to maneuver it so that I could actually see or complete the whole thing.
What might I be doing wrong?
