Pop up not coming after one try

Hello, I want the wheel to popup on my website after I refresh the page every time, from the same device. It’s just not happening, the wheel only comes once on each device.

For Example. I tested the wheel from my phone, entered my email and then refreshed the page again but it did not appeared again on my phone, but it appeared on my laptop; so it only comes on one device once, after entering the email.

And one more thing after winning anything from the wheel the three dots just keep moving and no win message appears. This is on the home page of my website and it showing such buggy signs. So for the time being the disabled the wheel but the plugin is active

Please guide me on what to do. I hope I was clear enough.
