Pop up is still displayed

I have created a popup, with this there are two buttons, which I have marked as goal. I first set that as soon as you click one of the buttons, the popup should stop appearing. However, this did not work and the popup was still displayed. In the second step I selected that the button should not appear more than once, but it still appears after clicking on one of the buttons.

I also tested the whole thing in incognito mode, there the problem occurred as well.
