Pop-up doesn’t work from image map

I have a pop-up box designed that should appear when a user clicks/taps on Franklin County on the PA map (about 3/4 of the way down the page). Franklin County is the red one in south-central PA that looks like a triangle.

The pop-up works from the text link (above the map) but not from the link in the map.

Any ideas?
