pop up does not open in designated time

I am posting here because there is nowhere I can find on the plugins forums where to post a new topic. This is a problem right across www.remarpro.com. So here goes, perhaps someone can direct this query to the appropriate forum?

I have been working on a pop-up with Popup Builder and have managed to point it to the right page through Display Rule. The pop up is a jpg image I created that is a mixture of text and photo.

But it still pops up immediately, despite putting a 10 sec delay on it. I managed to slow it down a bit by adjusting fade-in time under popup options.

Also, not all command options seem to work, for instance I activated a sound that worked once on opening but not other times.
