Polylang not displaying second language

I’ve successfully translated pages on my localhost site. The problem is I’m using a cookie banner plugin and a directory plugin and the content from both is still displayed in the default WP language. I’ve seen screenshots which show an option for translating categories, but on my site such option is missing. Polylang string translate does not even detect the cookie notice and directory plugin in the dropdown select. I’m also running Loco translate for plugin translation. Any ideas what’s causing this?
