Plugins page won’t list inactive plugins

Had some weirdness on my Plugins page today, where no matter what I enabled or disabled, the page would stop rendering after the “Inactive Plugins” header.

What I found was that after disabling all plugins, I cleared the “Recently Active” plugins list, and all my disabled plugins (including newly uploaded ones) re-appeared.

So, all better now, I think.
