Plugins not working

Hi, i have installed and activated this plugin to redirect my multilang website but it not works. I have a white page and it reloads constantly and url doesn’t change. More over, the worst, i can’t desactivate and delete this plugin because there is an error. Maybe because i have a multisite ? Somebody can help me please ?
