Well, interestingly enough. Tried it today and the plugins now show up!
Bad news is there were several database write errors and getting blank screen result from import but I think they are limited to custom “Views” I created on the live site that I don’t really need on the localhost.
Do I need to set Permalinks back to “Defualt” before Duplicating? I also tried disabling the “mysqldump” setting and that produced a worse result.
Are there other Advanced Options I should try?
