Plugins Issue – Options not showing in dashboard

I am the administrator. No, I am not on wordpress.com. The site is running via my own hosting. PHP v5.2.11. All other dashboard admin functions/options work. Only the Plugins dropdown is missing Add New.
I manually ftp’ed a plugin into the wp-content/plugins directory and it doesn’t show up. I see no Add New or Installed options under Plugins. Just Plugins and Editor. I deleted the two stock plugins that were in there and showed in the listing.
Database is mySQL v5.0.92-community

Check CompleteI’m at a loss. I checked the permissions for plugins php files and they are all 644 as they should be. 744 and 755 didn’t help.
Anybody have a suggestion?
