Autoupdates are most likely disabled in your site’s wp-config.php file, or in a plugin / mu-plugin installed by your hosting provider. You can look for the DISALLOW_FILE_MODS
and AUTOMATIC_UPDATER_DISABLED
constants in your wp-config.php file to find out, as explained here:

Your hosting provider may be blocking some of the requests made by WordPress.com to access your site’s data.
Can you please use Jetpack’s Debugger module to send us some more information about your site, so we can investigate further?
1) Go to the Jetpack page in your dashboard.
2) Click on the Debug link appearing at the bottom of the page.
3) Click the link that says “click here to contact Jetpack support.”
4) Fill in the description box and your name and email address.
5) Click the “Contact Support” button.
