Plugins and SQL tables

As a general rule, yes. Generally, the options are in the wp_options table, not plugin-specific tables. So, reverting wp_options may affect all sorts of things.

You might have to pick out specific rows from that table rather than restore the entire table.

Does it make sense to restore the plugin’s table AND the relevant row from the wp_options table?
