Plugins > Add New not available

Hi. I hope this is the right forum as the others seemed to cover other types of topics. If not, please direct me to the right forum.

I need to install a plugin using the built-in plugin installer but the Plugins > Add New option is not there.

As far as I can see, the website is a www.remarpro.com site because when I hover over the WordPress logo on the top-left corner the dropdown menu that appears has a www.remarpro.com link…

I would appreciate help on this as I need to install the plugin to backup the site before updating to the newer version of WordPress and quite urgently need to update to the newer version as this would solve some issues that need resolving.
