plugins access on dashboard

Hi everyone,

I was wondering why plugins aren’t showing up in my dashboard?

I have seen people who do have this facility.

I have my wordpress.com account hosted on bluehost and am using wordpress to create a website. I know I can add plugins to a folder and upload them to my hosted files, but thought the easy interface for plugins inside the wordpress dashboard would be easiest…
