[Plugin: Yoast SEO] Sitemap Index Errors

I’m getting the following warnings no matter how I write the robots.txt I’ve tried several versions even specifying “Allow” but I get the same result. Only 4 of 36 submitted pages are being indexed.
Warnings
Url blocked by robots.txt.
Sitemap contains urls which are blocked by robots.txt.
