I found this to be the best solution: in Google Chrome on a desktop, go to inspect element (developer mode): on the gear icon in the bottom left (the developer settings), select user agent tab, then check override user agent, and select a device (like an Android phone). Easy. After you change this, refresh the page.

If you are attempting to do edits in your WP admin site using Chrome, and want it to look proper, but also want a window up to have the mobile version up, simply have your Chrome window in the desktop view, and open an Incognito Chrome window and set to a mobile phone user agent for another window.
