[Plugin: WPML Multilingual CMS] Cannot select "Translate the theme by WPML"

When activating WPML plugin, I can only select option 1 (No localization) and 3 (Using a .mo file in the theme directory), however the option “Translate the theme by WPML” cannot be saved ?? when I return to the admin, only 1 and 3 remain selected.
