    yes, this is correct.

    I designed the plugin for a trusted environment, meaning that I believe that authors should be smart enough to delete admin’s tables. Otherwise the probably should not be authors of that blog.

    Currently, everyone with the “publish_posts” capability can work with the plugin and perform any actions within.

    You could change this manually to something higher (see the Codex for more information on capabilities). You would need to edit the file wp-table-reloaded-admin.php.
    I’ll try to make this pluggable though for a future version, so that one could add own permission checks.
