[Plugin: WP Super Cache] Super Caching under Windows

Is super caching available under IIS 7 with URL Rewrite?

I’m guessing no since, as far as I understand it, wp-super-cache writes a .htaccess file that has rewrite rules to direct the web server to the static files. (URL Rewrite uses web.config, not .htaccess https://blogs.iis.net/bills/archive/2008/05/31/urlrewrite-module-for-iis7.aspx)

As URL rewrite doesn’t use .htaccess, is there no way to full utilize the plugin?
