[Plugin: WP Policies] careless use of php tags breaks interface

If you do not have short tags enabled on your PHP install, this makes the plugin unusable. The author should have used the normal php opening tag thoughout. I went in and manually changed them (about 12 total).

After that, the menu looked nice, but then I discovered it simply DOESN’T work. Needs a 3.1 upgrade I suppose…
