[Plugin: WP Native Dashboard] Setting up from scratch for two languages

I want to set up a WP site that will be all in Chinese for users, but admin in English from the outset. Is it best to install the site for Chinese and then install the Native Dashboard plugin? Or install the site in English, install the plugin and set up, then change the language?
