[Plugin: WP-DB-Backup] NEWB question about Restoring

I apologize for such a noob question. I want to move my website to a new hosting account so I backed everything up with the plugin. When im on my new hosting account should I install wordpress first (via fantastico) and then restore through my phpadmin or should I restore the database first and then install wordpress?
