[Plugin: WordPress Form Manager] Do not send unfilled forms

    Somebody else, or maybe it was you in another thread, asked for this same feature. You can create a custom summary template, and add a check for empty fields. This is the only way for now, but I’ve added this as a feature for the next major version.
