[Plugin: Woocommerce] Guest checkout is not working

I have a site set up with woocmmerce but guest checkout is not working. The only time a user can checkout is if they are logged in.

I have the checkbox “Enable guest checkout (no account required)” selected. When you are not logged in to an account, you can go to the checkout page and briefly see the purchase details and checkout button, but after a second it disappears. When a user is logged into an account the purchase detail are visible.
