[Plugin: W3 Total Cache] Why is page speed so low?

This is a multisite, domain mapped setup with 3 sites:
> Primary site home page https://trianglehomesuccess.com/ gets a page speed rating of 85.
> Second site https://wideopensecret.com/ gets 92.
> Third site https://trianglenewhome.com gets 74!
Why is the page speed for this 3rd site, with next to nothing on it, so slow? All the W3TC settings for this site are the same as the others.
Any ideas?
