[Plugin: W3 Total Cache] Curious Download Error

I am having error problems, so I am installing fresh WP, Genesis and child theme on a new domain.

When I downloaded w3 Total Cache, the plugin install page simply says,” Downloading install package W3 Total Cache”

No unpacking, installing, return to plugins messages. This plugin stopped all of the downloading messages.

This was also happening on the error ridden WordPress install, but I didn’t pinpoint it to the W3 Total Cache plugin.

I deleted the plugin (it was never activated on this install), but every plugin download afterward just has the downloading message and nothing else.
