[Plugin: User Role Editor] Default Role is not set for new accounts in WP Multisite

Hello All,
When creating new users on WP Multisite the default role is not being set.
I have the Default Role set to “Subscriber” but when I create test accounts they do not receive that role.
Anything I should be looking at?
