Plugin user menu entry not visible

After installing the plugin, plugin user menu entry seems to be missing. I can access it directly at https://mydomain.com/wp-admin/users.php?page=users-user-role-editor.php but not through the user menu entry which is nowhere to be seen. My administrator role has
manage_optionscapability and I have disabled all plugin and switched to a default theme. Can you advice on how I can troubleshoot further?
