Plugin to sticky a post to a fixed position

Hi,

I’m on the latest version of WP, and looking for a plugin to sticky a post to a fixed position, say fifth on the page. I’d like it to be fifth on the front page, and ideally, fifth on every other page as well when on the main site. As new posts come out, it should not budge, but rather stay in place.

Does anybody know of a plugin that can do this? Thanks in advance!
