Plugin to manage Data in an excel spread

I am trying to find a plugin that will allow me to take a block of data from an excel spread and put it into an accessible database. So for instance, if I have 3 columns that have the following data in excel:

Neighborhood, Location, Time
X, Y, 7:00

I am looking for a plugin that simply displays a drop down column where a person can enter their neighborhood, select from a list of locations generated by the first selection, and then view a list of available times the location is open.

Anything specific that could be useful is great, but any sort of excel managing plugin would probably put me in the right direction.
