Plugin to make linked image show from ofscreen

I want a a small linked image to appear from off-sreen bottom left. Just like some websites have the help chat appear, I want an image to appear that when clicked to go to a link. Maybe it should appear after a few seconds or when the user scrolls 70% of the homepage. Basically just like an image or text widget but to be coming of-screen on its own at some point.
Is there any plugin to do that?

Just replace image_class with real class name if available otherwise replace id with real id attribute of image. Please remember we have to just use one in both of them either id or class.
