Plugin that posts category name

I’m looking for a plugin that will post the category name and the category description. I want create a “strategy of the week” based on my blog post category and I want to have a widget that takes the category and makes it the “Strategy” and then lists the definition of the strategy under it.

It won’t reference the blog post anywhere, it is simply the name of the category and the definition that i have typed in the category dashboard.

So let’s say my blog post for this week is entitled “Eat more chicken” and my category is “food”. I want the widget to post “Food: This is what you eat….blah blah”.

It would also be ideal if I could have a page that indexes all the categories and includes the definition/description.

Anyone seen anything like this?
