[Plugin: Tabbed Widgets] Active State Formatting

First time using Tabbed Widgets.

First off, Could someone help me try to figure out why the formatting on Safari and then on Firefox when you hover over the title there is dotted lines.

How can I change this, is it in the css file…?

Secondly, when I used this widget in the footer, it rearranges my widgets. I wanted the widget “Why Clients Work With Us” to be in the middle, and even though in the admin section under widgets it is there, it still moves it to the first widgetized area ??
