[Plugin: Rich Text Tags] Link for Rich Editor does nothing

    I installed Rich Text Tags 1.4.1 and clicking the link to Toggle Rich Text Editor does nothing in Mozilla browser. I looked in the page source and the javascript seems to be there. I opened the Error Console and clicked again and no error showed up. This was on a localhost setup on Windows, so I tried it on my live site with the same results. Trying it in IE8, I get this error
