[Plugin: OptionTree] Theme Option Error

Im having a issues with setup of OptionTree on a Windows Server.

Issue is you can not load Theme Options section, as it gives a 500 Internal Server Error. Issues is hapening on a new Install, with no other Plugins Active. I orginally had this issue with a purchased theme, however, now testing its seems its just how OptinTree works on this server.

My Dedicated Server Specs are:
OS Windows 6.0;build-6002;sp2.0;suite272;product3
Plesk: 9.5.5
Additional write/modify permissions [x]
URL Rewrite 1.1+ module (for Permalinks in WP)
PHP: 5.2.17 (run as FastCGI app)
WordPress: 3.3.1
I have about 20 website running wordpress on this server & configuration with no other issues.
