Plugin on a new Page

Hello,

at first, sorry for my bad english, i try my best.

i hope i am in the right forum, i am a php developer and have to do a project with wordpress.

now i wrote some small ‘dolly’-like plugins to try the plugin api. – great, it works.

i just have one problem,
i want to create a plugin witch has a own page on the block system, i cant find any hook for this.

so i looked at a wordpress mobile plugin, it really use use a file in the root dir.

how can i write a normal plugin witch is in the content area like a static page ?
