Are you sure that you disabled all cache? Also, don’t forget – WP Super Cache continue cache even if plugin is disabled – so you need to remove it.

Moreover – your home page is cached, but I navigated to other your page – for example https://workshopsintoronto.com/workshops/tech/photoshop/ – and as I see it is not cached – and you can see there coming soon page https://screencast.com/t/SXGAi5OgP8z1 .
