We have gone through your file and it seems like the issue you are facing is because the file is not UTF-8 encoded and contains unidentified characters in it. Please refer to the below screen video record

We have resaved your file by saving it in UTF-8 encoded format. Please download it from here and import it.
You can try using spreadsheet applications like LibreOffice to edit and create CSV files which have proven to be better in handling UTF-8 encoding in our experience.

We will include a proper error message for this scenario in the upcoming release of the plugin.
