Plugin not getting text

The plugin is installed and it appears on the HTML of the website.
The messages are set in the administration menu: https://prntscr.com/qifrhi

However the messages do not appear. I tried to manually echo a test message and here is the result: https://prntscr.com/qifx5j

I tried to uninstall and reinstall the plugin with no change. Cache is cleaned between tests. I do not know when this happened. Also tried to uninstall any plugins that could interfere with Woo-free-shipping-bar but this also failed to fix the problem.
