Plugin "Not available"?

When I try to add this plugin through the “Add Plugins” portal on my dashboard, in place of the “Install Now” button it reads “Not Available.”
When I try to manually upload the plugin via .zip folder, it doesn’t allow me to run it. Am I the only one having this issue? How do I get around this?
