Here’s what the tab should look like (at the bottom of the left sidebar in your admin area)…

Note: This is at least how it displays on the supported WP 3.1.2 or higher, running NextGEN 1.6.2 and up. If it continues to be elusive, you may need to check your version numbers and upgrade.
