Plugin needed: case management system

Hello,

My name is Walter and I’m a law student. I volunteer at a legal helpdesk, we still use old case management software which is not accessible anywhere else than on that single computer and we would like to modernize it. I was wondering if you guys know a plugin for WordPress or give me an estimate on how much something like that would cost or point me in the right direction. I will try to make it as clear as possible what it should do.

At the legal helpdesk people come in with legal problems. Before they come in they fill in a form with their personal information, we use this form during the sit-down to briefly describe their problem. We sit down with them and they tell us their problem. Then we provide them with legal advice. At the end of the day we take all the forms that they filled in and we put the information in the computer. The information is:
– Casename
– Casenumber
– A dropdownmenu for the subject (civil law, litigation, criminal law etc)
– A form (field for text input) for their question
– Another form for what our answer was to their question
– A little checkbox that we tick if we send him through to our inhouse lawyer
– A print function

We would also like to have:
– Accesible in the cloud (or wordpress website), so that everyone from the legalhelpdesk can view and alter the cases online from their own home or anywhere else in the world
– It needs good security, wordpress security would do fine
– We need different layers of access: there are always 2 people working on each case, we want those 2 people to have access only to their cases. There are 3 other people (the board) that need to have access to every single case.

I hope I made it clear what I need to have. It’s a helpdesk run by volunteers so we don’t have a lot of money to spend. I would be really happy as well if you could just point us in the right direction. Maybe there is some freeware or open source software that you know of that might do this for us. Thanks a lot!
