[Plugin: Multisite Robots.txt Manager] Using when super admin is not a site admin

I network activated the plugin and the only sites in the drop down list are the sites that as a super admin I am a user of. After reading the response in this thread, the plugin is doing what was intended. However, what was intended isn’t the best choice for networks like mine, where the super admin is not an admin of every site (and doesn’t want to be). From what I can tell, there is no ability for a site admin to access the plugin’s features, and a super admin can only access if he is a user on every site.
What about an improvement to either a) change the way the site list is populated? or b) allow site admins to access the settings for their site only?
Those improvements would make a great plugin even better.
