Plugin Mode

In a theme which does not support footer widgets (I know), the ‘plugin’ mode is useless so far… and the plugin absolutely refuses to acknowledge that the css file has been made writable. Even so, as far as I can tell, there is no functionality built into your plugin for custom css anyway. Am I wrong?
