[Plugin: Maintenance Mode] "WordPress" Splash Page Theme triggers PHP error

If the Splash Page Theme is switched to the WordPress Login Theme, I get a
“Call to undefined function is_rtl() in {wp_folder}/wp-includes/general-template.php on line 2102”
PHP error.
The Default Theme option seems to work.
