[Plugin: Job Manager] will global email send to all WP users

On the new/edit job forms after Application email it says “The email address to notify when an application is submitted for this job. For default behaviour (category email or global email), leave blank.”
If i leave it blank, does this mean it will send to all WP users? That is the functionality i’m looking for.
