[Plugin: Job Manager] Can users post jobs?

Is there a way to allow users or members on my website to post jobs? Or is this plugin strictly for businesses who are posting job listings for their own company? I want users to be able to POST jobs, and APPLY for jobs, with me as a moderator. Thanks!
