plugin isnt showing in admin>plugin

    I have had difficulties in getting a “hello-world” plugin to work.

    I have been following a tutorial step by step!

    I have created a hello-world folder in my wp-contents folder and inside the hello-world folder created a read me.txt and hello-world.php file.
    I am using xampp apache and mysql on windows 8
    I can`t figure out what the problem is?
